In the Democratic Republic of Congo, value-added tax has been reinstated on mining imports amid a deteriorating business climate. The government suspended the tax in July 2016 to help companies during a downturn in commodity prices. And to pay out hundreds of millions of dollars in outstanding reimbursements. But it's now reversed that decision in an effort to counteract stubbornly low commodity prices. The Congolese franc has lost over 30% of its value in the past year and the central bank has about three weeks' left of import cover. The Democratic Republic of Congo’s government has banned the import of a range of essential goods, most of them from neighboring Angola and Congo Brazzaville. DRC's Trade Ministry says the ban is to protect local industries and discourage smuggling. But just a week since the ban was announced traders in the capital, Kinshasa say the ban could put them out of business. The UN reports that crop-destroying armyworms have ravaged 63,000 hectares of maize in south-eastern Democratic Republic of Congo since December. It's caused maize prices to triple. A 25 kilogram sack of maize has risen from $10 to $30. Armyworm moths lay eggs in maize plants and the caterpillars have been known to march en masse across the land. Countries with confirmed outbreaks could also face import bans on agricultural products. Cases have already been reported in Zambia, Zimbabwe, Malawi, South Africa, Namibia and Mozambique. The outbreak in the DRC is the first evidence it has spread into central Africa.
